Barun Mitra, the union secretary of the department of justice said that after a few states had send their inputs on the matter, course modules had been prepared on the duties of citizens.   "Explain what citizenship in the nation means and what it takes to be a good citizen of this country. Discuss the rights, duties, and obligations of a responsible and active American citizen." Citizenship by definition is granted by a nation-state to a person born in it or given the rights by its government after immigrating there.
